Letter from Charles R. Novak, president, Richland Community College, to Dr. Richard D. Wagner, dated June 13, 1995. Copies of this letter were sent to the Governor, the chair and executive director of ICCB, the senator who introduced the bill, two representatives, and members of the Community College Presidents Council.

The minutes of the IBHE meeting of September 6, 1995, report concerns about unnecessary duplication raised by a board member about a request by the Teacher's Union to establish a private graduate school for teachers in Chicago. The board member was informed that this was not a criterion for the approval of programs offered by private schools. Ultimately, IBHE approved the request unanimously.
