A Policy Center report by Public Agenda based on interviews with 29 California
leaders on their views on higher education. Important findings include:
a sense of importance of higher education to California; a belief that higher
education must make major changes -- a similar type of restructuring that
has occured in the private sector to control costs and improve quality; a
concern that the policy discussion in higher education and the state has
become insulated and ineffective; and a recognition of the absence of a
public process for addressing fundamental issues to the state.
