In this report, David Breneman, of Harvard University, calls on Gov. Pete Wilson to declare a "state of emergency" to repair some of the damage done to California's public higher education systems by the budget cuts of recent years. Breneman proposes a set of recommendations that should be implemented during this state of emergency. The author also describes the fiscal and demographic trends that affect higher education.
