TIDAL WAVE II:
An Evaluation of Enrollment Projections
for California Higher Education

A technical paper commissioned by the Policy Center, Tidal Wave II
evaluates nine separate enrollment projections for California's public
colleges and universities in the next decade. Among the projections studied
were those by the California State Department of Finance, California Post Secondary
Education Commission (CPEC), University of California, California State
University, California Community Colleges and The Rand Corporation. The
three independent panelists, who met with representatives from each institution
in July 1995, recommended the use of CPEC's enrollment forecast, which projects an
increase of 488,000 students in the public segments by 2005.
