This report uses the example of setting student fees for the 1993-94 academic year to demonstrate a policy vacuum in higher education, both at the higher education system level and at the state level. The report raises questions about and comments on the responsibilities of the governor, the Legislature, and the governing bodies and chief executive officers of the three public systems of higher education.
